Arthur Andrew served Canada's Department of External Affairs for thirty years: his first-hand knowledge of the department informs this thoughtful look at Canada's role in the world during the last fifty years.

Andrew believes that between the end of World War II and the early sixties, Canada had created the role of a middle power for itself, in which it made a difference internationally. Today, Andrew sees Canada's reputation fading as it accepts the part of a client state within the orbit of the US, but suggests that, if it chose, Canada could regain its middle power role.
